On 5 August, Coram Chambers barristers Shárin Diegan and Victoria Haberfield delivered a remote training session for Thurrock Local Authority, focusing on the pivotal role of agency decision makers (ADMs) in public law proceedings.
The session, which took place virtually, offered a comprehensive overview of best practices across the ADM process. Shárin and Victoria explored the requirements set out by the Child Permanence Report (CPR), providing practical guidance to ensure local authorities meet their obligations when making vital decisions in the interests of children and families.
A significant part of the training examined the impact of judicial scrutiny when courts challenge a local authority’s assessment of risk. Through a series of case studies, the presenters encouraged participants to engage in thoughtful discussion, highlighting common pitfalls and how to avoid them. The interactive approach prompted attendees to reflect on their own processes, with Shárin and Victoria offering insights drawn from their extensive experience in family law.
